How in the world do you get the plastic plugs out. I have tried to pry them off and one had literally bent the underlying metal attachment slightly before I gave up for fear of damaging the fender.

Yes, they can be difficult. I happened to have a a tool for popping inner car door panels off. It's no more than a flat piece of 1/8th" steel plate with a narrow slot in it that slides under the head of the fastener and pops it out.
If you can work the head of the fastener out enough to get a thin pair of wire cutters under it, just cut the fastener and you will be all set.

Door Panel tool available at AutoZone. I bought this a long time ago and it has become quite handy.

 

I cut mine off with a pair of pliers that had wire cutters built in.

 

Thanks folks, I cut them off with wire cutters. I have the trim panel tool you are talking about but when I tried that it actually bent the thin metal tab on the front fender.

The tab is just not strong enough to resist the pull. Would be nice if the instructions were more explicit about that.

You could have wiggled them back and forth and popped them out a ridge at a time and the metal tab would have been fine. It's one of those "take your time" things and do it right. Bottom line is you got it done.

 

while taking a very close look at my car today on the rack, I did notice that there is a provision hole in the bottom part of the mud flap where it molds to the inner fenders...but there is no hole in the body work to use that as a mounting location.

The rear ones particularly...on the inside of them, where they would mount to the bottom edge of the bumper cover(which is half of your wheel well), the mud flap has a hole...the bumper does not.

I could see no harm in drilling a hole and installing a clip or screw/speed-nut...but after closer inspection, I didnt see it as being necessary. They seem sturdy without that last hole being clipped/screwed on.

 

Installation instructions I got with mine, said to drill a hole on the bottom of the fender where the hole in the flap is. Install screw provided.
