NAPA sells the correct outlet that includes the tool. The tool is basically a T.

If NAPA sells it any parts place could.

Exactly correct. Fuse #30 was blown. #12 must refer to the very rear outlet in the Panel, even though there is a 40 A fuse for that under the hood.
