Another no crank issue

Fuse #33 is for emissions. This is what I found. #33 EXH 10A Evaporative Emission (EVAP) Canister Purge Solenoid, Clutch Pedal Position (CPP) Switch
Fuse #41 is for the ECM.
As a test, make a fused jumper wire and going from a good known source of 12 volts probe either side of #41 socket.
See if you can communicate with the ECM .

As a side note:
The black ring type sensor on the negative battery cable is an induction sensor for the charging system.

I replaced the fuse box with a known good one. Still no power at the relay or fuse terminals. I think I may have to admit defeat and have the owner tow it out unless someone can think of something else for me to test/inspect.

Let's assume for a minute that whoever told you that one of the ECMs is the original, was mistaken. Have you tried the 30 minute key relearn procedure? Does the key have a + inside of a circle?

Spitballing now:

The only other source of batt+ is a fuse or 2 on the BCM; 8, 10 & 25. I am assuming you are probing the slots on the box side, the slot for pin 30 of the relays should be always hot. Did you try with key on for kix?
Was the replacement from a HHR? Fuse positions correct? What are you using for ground while testing (the engine is a bad choice; strut bolts work)?

Check the wire on X2/J2 pin 62 on the BCM (white/black)

Is there a OnStar unit installed? Check all of the red and pink wires on the BCM X3 top row, that's where vehicle immobilizers splice into.

There is a connector J4 on the back of the BCM, someone blamed one of those wires getting frayed. There are several voltage pins on it and coil control wires.

The 10 minutes on then off cycle was tried multiple times on all ECMs uses. It simply doesn't act like theft deterrent and the light does go out immediately after key on. The issue is no power at box to operate the ECM and other items.is the small power wire at back of fuse box power in or out? I never tried jumpering it from the main post to attempt to back feed the system because I'm not sure it's safe.

Vehicle is from New York and very rusty. I had to remove strut tower bolt and clean tower to obtain reliable ground. Some fuses in that circled area of box have voltage present.

Im not home now to list which do. I will inspect when I get back if owner hasn't towed out yet.

Do you have from that other HHR the current sensor, if that is not functioning, then the BCM won’t tell the ECM to power up . If you have another one , try it. I just had that problem in my friends 2012 Cruise .

I'm confused, which sensor?

And even it was being told to power up, there would need to be voltage present to supply power when requested.

Thank you all but the owner simply couldn't wait any longer for me to work out. I sent him to a local auto electric shop that has better training and is equipped to deal with it.

Again thank you all for trying to help. If I am updated on the issue's culprit, I will reply with all the info. I get frustrated when I happen across a thread that isn't updated when solved.
