All of the feeds to the IPC are digital. (network)
What is "an o2 sensor code"?
Why did the battery "go dead"?
When jump starting did either clamp ever make contact with anything it should not have?
Look at all of the fuses marked "BCM" underhood; #4, #6.
The maxi fuse next to the battery. (my bet)
If a new IPC was installed programming is needed.
Did somebody think that plastic ring around the ground cable is trash?

Actually I am not that familiar with Jcase fuses like the ones uses in the HHR, does anyone have a picture of a blown Jcase fuse vs a good one, maybe I missed that while I was checking fuses.

You need to remove each one and check continuity from the back side? You can't pin then from the top like the traditional style fuse?

That code is probably a bad wire or connection to the #1 O2 sensor, The low (digital ground) side.

Why is pulling a fuse so onerous?

Ya but I had that code for 2-3 years so I am not too worried about it, mainly want to fix my instrument cluster gauges for now.

They are both electrical problems. There could be a connection. Especially since it is a digital signal in both cases.

Ok but to check Jcase fuses, you remove them one by one and check continuity from the back between both pins?

You can do that or just look in the window on the top and see if the link is burt/blown.
