Ok because I did look but its kind of hard to tell, I guess it can blow anywhere within the copper circle, so I maybe checking continuity would be better.

Like this one looks easy on the picture but I find its harder to tell in reality:

Or swap with a known good fuse of equal amperage.

Been living with the O2 sensor code for 2-3 years now? Clearing the code does nothing for helping the engine run right. All it does is clear the code, but the unit still needs fixing.

Please fix it. It could be as simple as a sensor or a broken wire to it.

I checked all fuses for continuity and they all checked out good. Even the maxi fuse in the rear near the battery. I tried removing the fuses for the bcm for 15mins and putting them back in but it made no difference. I also removed the negative from the battery for 45mins and no difference. I don't know what to think, i wish I had an abs code reader so i could see if the abs throws any codes. Can the dealer do a reset with the Tech2 or I probably have a faulty bcm? Everything was working fine before the battery went dead, the car sat for 1-2 months ans it started no problem 2 weeks ago and this weekend the battery was dead and so dead that there was absolutely nothing with the key on, it was the first time it was that dead, and it seems that it's after the jump start that the issuea started. I even swapped the battery with a good one in case this one was bad and drove it around for an hour but it made no difference I had the same issue.

I made a video of how the car behaves from the moment you turn the key on to when you start it:

I believe you are beyond the unhooking of the battery repair. I've done instrument cluster checks with a Tech 2 on my wifes old saturn, not tried on an HHR to see if it would move all the needles, light up all the lights and DIC digits. I sent you link to someone who can check and fix both the BCM and the cluster. Call them, talk to them, or take it to the dealer. WIth the dealer option make sure you take the lube with you because you're gonna need it.

There is no connection between the ABS and the IPC.
Has the ignition recall been done?
The only common thing I can find is the Theft Deterrent Control Module which is mounted on the ignition switch.

Also the 2 ground locations g201 and g203 and the splice pack with a bunch of green wires (GMLAN low speed) sp206.
