the compressor belt does 'run' all the time, but the center of the pulley also needs to be turning with the outer side of the pulley.

the outside pulley (where the belt is) runs on a bearing and the center is pulled into contact by an electrical magnet when the A/C is activated (or defrosters) You may already know this but just a clarification for those who don't. It shouldn't be on all the time unless your heater control is set to defrost. Even then it would probably cycle on and off occasionally.

Doesnt bother me enough, I think its a relay issue, I'll check that tomorrow.

The A/C comes on when the recirculation switch is on, a feature that I do not agree with. Change the position to outside air and the compressor should disengage.

If you didn't live in the desert would not disagree with it. In humid areas it is very useful for keeping the windows clear of fogging. Same for defrost.
I never found a use for recirc mode.
Recirc resets when you turn the key off. You have to consciously turn it on, it does not survive an on/off cycle.

You shouldn't post any suggestion that you are not sure of. His problem has nothing to do with the recirc button.

Is my suggestion wrong when it comes to diagnosing? He claims that the compressor won't disengage.
