In a few instances repairs require a Tech2 or equivalent, but not clearing codes. Most codes will clear themselves after a number (some as high as 50) of cold starts after repairs have been made.

These days access to TIS2Web and a computer that is capable of using the data, and of course a technician that was awake in class can do anything a Tech2 can. My personal experience has been that even "the shop Tech2 guru" was asleep most of the time.

I know one guy in my neighborhood has the high end Snap-On computer that has convinced all of the other independent mechanics that it is magic.

But then, he's the same guy that tried to tell me the HHR has "steering by wire" with no mechanical connection between the steering wheel and the rack&pinion.
