Cause of low fuel pressure?

Cause of low fuel pressure?
Okay, So I bought myself a fuel pressure tester.
I hooked it up and ran the car for about 5 minutes. (The car was running for 25 minutes before this as I drove home from work)
I looked at the gauge and it read 29-30 psi for the whole 5 minutes.
I have been told on this forum and read elsewhere that the correct psi is about 50-60psi.
Would a clogged fuel filter cause this?
OR
Is the Fuel Pump just going out?
I just don't want to spend $300+ on a new fuel pump when I could have just replaced the fuel filter.
Notes: I originally looked into this because I had P0171.

My first thoughts are, Is it running bad?, get any CEL codes? What prompted the purchase of the pressure tester? The fuel filter/pump/level sender dealer are one piece units. The fuel filter is non serviceable.

And last but not least, It takes about 2-3 cranks to finally turn on.
If it is all one piece then I will just order the fuel pump.
I just asked because I keep seeing illustrations where the fuel pump is outside the tank. So I said to myself, maybe it is just clogged.

The fuel pump is located in the tank, so you'll have to drop the tank to replace it, not the worst job in the world....not the quickest either.
Here's a "How To" write up....

But before I'd commit to a new pump, have the codes pulled, any auto parts store can do it.
