But you didn't change the vent valve. If it is not the vent valve it may be something not installed correctly in the tank.

The purge valve is new. I could put in a new vent valve. They are only $25. I did see the check valve you mentioned on top of the motor.

There is either a restriction in the purge path or the FTP (fuel tank pressure sensor) is not working correctly or a leak in the fuel tank or the seal on the new vent valve is faulty.
What it means is when the purge valve is trying to create vacuum in the tank it is either failing to or the FTP is malfunctioning. Could be The fuel pump was replaced and not sealed properly or any of the sensors on the tank.
