I'm more inclined to think that the to very few people in Russia need dielectric grease.

If that doesn't work, most ignition wire companies put a small packet of the grease inside the box of ignition wires... The packet could accidentally fall out of the box...

The packet of grease usually looks like the attached link with picture, but small, about 1.25 inches long, and sometimes has no writing on it. (sorry it's a hyndai link but it had the best picture)

Today, i clean the connectors and dielectric grease lubrication. The procedure cost $ 35, 45 minutes of time and one packet of lubricant (see previous post).
So far everything is OK.
My friend sent me a big tube of dielectric grease, be a good stock for the future.

I'm sorry if I do not understand you correctly.
If you're asking whether the problem is corrected in later models HHR - I do not know.
I think that the HHR is poorly adapted to the Russian roads. This is not the fault of the GM, they did a car for a "soft" conditions. But ... Connectors rust, suspension is falling apart, duct sucks the dirt from under the right Fender.

 

geg has a 2006 he imported into Russia, so the vehicle is an older model.
