It makes a clicking noise when you switch from outside air to inside air and when you switch settings you can hear like the motor to a fan come on however I must also mention that the air intake hose that is felt underneath the hood has a rip in it could that be the problem?

You need a mechanic to look at it. I have doubt that you can fix it. No idea what they may charge. If they say they have to take the entire dashboard apart go to another place.
