I think if the bolt was rusted in the sleeve, with a breaker bar you would break the sleeve loose from the rubber and the bolt would still turn at least a little. Then as you turned it more it would start to bend out the bottom layer of sheet metal that the bolt head is against due to the "jacking" action of the sleeve frozen to the bolt.

Right hand rule: hold your right hand with your thumb up and your fingers curled in a fist. Draw an arrow on your index finger pointing to the finger nail and an arrow on your thumb pointing at the thumb nail. Any time you turn your fist while holding a screwdriver in the direction of the index finger arrow the screw will tighten.

I never took shop, but the first day of HS all the shop students had magic marker arrows on their hands.

I remember that shop lesson, the permanent marker did wear off eventually, I was thinking about this sleeve problem, rusting to the bolt, can you get a chisel in to the sleeve an give it a few good whacks with a hammer to loosen it up and get the penetrating oil in there?

Yeah, I thought I was wrong. Of course it won't turn either way right now so I will keep trying the other recent suggestions.

It works with metric and BSAE tools! Even the Japanese philips screw drive I have for Toyota and Datsun brake disc and drum screws!

An air chisel with the point, just hammer straight up on the bolt head, it will loosen any rust in the sleeve and possibly the nut to help the oil work through sometimes.
