My starter won't turn over also one of my headlights is staying on even though I turn
Then it’s time to check fuses and relays and tighten the 4 bolts in the fuse box under the hood
And fuses in the BCM in the console under the radio ignition and start system

If there is a fusible link it is between the starter and the alternator.
Do you hear the solenoid clicking? Is there power to the large red wire at the starter (should be always hot)? Is there power at the other wire when the key is on start? Does the start turn if you bridge the solenoid?
Here is a pdf of the starting circuit:

I spent much of today checking and replacing fuses, whether they need it or not. For some reason neither of my fuse assortments contain any 2A fuses, but those tested good.
The only relays I can test are standard horn relays. That's the only relay socket available to me. I did remove and replace the relays in the box to clean terminals. I cleaned the positive lead to the box as well as the ground leads I could see.
There is a 50A fuse at the ground lead from the battery. The battery is disconnected and on the charger.
In any case, the thing still does nothing when I turn the key to start. Everything on the dash goes dark except for the gas gauge and the check engine light. There are no codes stored.
I read in another post that water can invade the fuse box. It did rain pretty good the day this problem arose. So, I guess tomorrow as a last ditch effort to get this car running, I'll remove the fuse box and use my hair dryer up there.
BTW: Who designs the fuse box in the cab? Why is it placed where one must stand on his head or be a 1' tall midget to get to it?

All of the relays are alike there are a lot of them to try switching around.
