The nut on this wasnt very tight. Im not sure what that white stuff is on this either. Should i try to clean it and tighten it up? I dont think that the ground for the fuse block is the issue, because if it was but i was testing to a known good ground (the negative jumping post on the shock mount) i should still see voltage right?

Yes clean that post and the connections and reassemble

Clean the post and both sides of the eyelets on the cables. Also clean the washer looking connection on that post. That’s the connector that powers the fuse box.
Also clean the nut because it can have corrosion too.
