Odometer doesn’t move
The cruise probably doesn't work because one of the center mounted brake light bulbs is blown.
But, since the rear wiper doesn't work I bet there is a wiring issue in the lift gate.
The Odometer data is held in the BCM. If the speedo and odo don't work that would indicate an amateur replaced either the BCM or the cluster without reprogramming.
Now that I went back to your previous post I would suggest pushing on each fuse on the BCM and on the under hood fuse box; make sure they are all seated fully. I bet all of them will be loose. Also make sure all of the wires on the BCM are in good condition.

A dealer who sold you a car with odometer issues is at serious risk of severe penalties and should be strongly motivated to help you with this problem. Try to gather evidence, including a Carfax or Autocheck that might suggest that the car had more miles than the odometer showed at the time of purchase. I would want to document the state of the car before allowing anyone, and the seller in particular, a chance to change anything.
