P2A01 Code After New Cat Installed for P0420 Code

This code below may be caused by the Air Intake Duct??? Thoughts?

Description
HO2S Slow Response Conditions
Location
Bank 1 Sensor 1
Cause
No AIR, ECT, EVAP, IAT, ln]ector, MAF, MAP, Misfire or TP sensor codes set, DTC P0155 and P1133 not set, AIR, Catalyst and EGR Flow test inactive, no injectors disabled, engine runtime over 202 seconds, system voltage 8-18v, engine speed 1200-2800 rpm in closed loop, throttle position over 3%, ECT sensor input over 167°F, MAF input from 15-35 g/sec, Transmission not in Park, Reverse or Neutral, all conditions met for 3 seconds, then the PCM detected that the HO2S-11 lean to rich average transition time or that the HO2S-11 rich to lean average transition response time was longer than 200 ms during the sample period, or that the HO2S signal was from 325-625 mv during the sample period.

No. It is saying that the O2 sensors are not reacting as they are supposed to. My GUESS is the after-market cat is not doing exactly the same job as the ECM expects.
An Oscilloscope can be used to watch the wave forms of the O2 sensors output, if you had a TechII scanner or maybe a good paid for OBDII program.....
My ScanMasterELM program would do it, but it reports that the function is disabled in the ECM.
"that the HO2S signal was from 325-625 mv during the sample period" Means that an O2 sensor is putting out a lower signal than it should. Somewhere around 735 mv is "normal".
My ScanMasterELM is capable of that measurement. That is how I diagnosed my P0420 as NOT being a bad cat.
