I just bought a used 2008 HHR. Occasionally, when there is a passenger, the "airbag on" light will start flashing, flash for a while and then stop. The passenger's seat belt is fastened the whole time.
You might want to check the electrical connectors under the seat, as a starter. GM vehicles are notorious for having a problem with these connectors. Assure they are secure by PROPERLY releasing the 2 parts of the connector (check to assure all the male and female pins are straight and making contact), then reinserting tightly. Afterward, drive with a passenger for a while to assure the light stays off.
Before you do anything with the connector under the seat, disconnect your NEGATIVE battery cable for a minumum of thirty minutes to allow the SRS system to dissipate stored voltage which can cause an accidental airbag deployment.
Or better yet, take it to a professional, accidental SRS deployments can severely injure you, or kill you.
