Why would P0302 keep it in open loop?

Going to high power would make a #2 intake leak insignificant and end the misfire.

Because it is an emissions related code.

I'm not say that's wrong but I don't understand why they would do that.

If true, how is it getting to closed look? If the misfire ceases, does that only then allow the closed loop ( thereby explaining the delay?)
