The power mirrors don't work on my "new" 2009 SS.
There is power at the mirror fuse under the hood, but no power at the mirror switch in the door.
I have the factory service manual for my 2006 HHRs, but the door wiring is different on the 2009 since they relocated the power window switches.
Does anyone have a schematic of the power mirrors that shows the inline connectors between the fuse box and mirror switch?
Also, I could use a pinout of the power window switch connector for 2009. If I can't find the problem, I could always connect the mirror power to the window power (since mirrors are rarely adjusted and draw little power).

Very common failure point on HHRs. Don't waste your angst with wiring. The problem is water infiltration (steam); it affects the speakers and the mirror switches most.
I don't think the mirror wiring is different, just the locks.

I checked the +12V input at the mirror switch and it wasn't there. I had a new mirror switch and tried it first, but no go.
My 2006 factory manual shows an inline connector inside the door that has +12V for the mirror switch. The 2009 SS doesn't have that connector inside the door ( I looked).
I suppose it's possible the fuse could show +12V on both sides (meaning fuse is good and has power), but the pin under the fuse where the output wire is connected could have backed out (not impossible given HHR fusebox issues).
