power steering fails

That is not at all the symptoms the recall covers. Sound like the motor is not producing enough power. Low battery, loose wire, maybe motor wearing out.

I'm not going to worry about the motor failing just looking for warning signs.
Wearing out is a possibility, 17 years and 208,000 miles.
Strong battery 12.4 at rest, wire removed, cleaned and tightened.

Used to be, if the battery could start the car, it was good enough. Just not true anymore.

I agree w/ RJ, 12.4V is a bit low. That combined with old corroded high-resistance connections invites trouble.
