Program Key / Engine Disable/ Recall QUESTION
I would think you could just replace the anti theft module and have new keys matched up with it. I would also guess you would need a Tech II or equivalent to do this.
If I'm on the wrong track here, then just say so.
Anti theft module #10.

This is what I was referring to. I'm fairly good with my mechanical skills, but don't have much experience with electronics/wiring. This is definitely something at the top of my list of to look at. Cheap and effective!!!
Pretty sure George nailed it in post #6, also check with your insurance company. They may pick up the cost as part of your coverage considering the circumstances.
But call your local agent, rather than trying to wade through the "triple talk" of an insurance policy, and this is coming from your humble Retired Attorney/Admin Guy.

Doesn't make sense to me to have full coverage on a 9 year old car...... Well, til now anyway.
My only experience with that was when we had that done on our 2006 HHR. The tecnician asked me if I was just adding an additional key (which we were) or replacing a lost or stolen one. I assumed that it was because they were two different procedures.

Question,
Why can't Chevrolet just install a new ignition switch with new programmed keys ??
The same procedure they are doing for the faulty recalled ignition switches.
You mentioned you have not had the recall done yet so it would not cost you.
Just wondering ........
