A little late, but I took the intake manifold off my daughter's 2011 2.2L (I'm replacing the engine) and took the following pictures:

The intake manifold side:

Look like you lost the plate too. It is meant tp block the hole in the head. Maybe the Cobalt had a use for the hole?

The plate is in the head between #2 and #3 intake ports.

The outline of the plate is there but the hole is visible.

Yes the hole is visible in the post #1 photos also. That provides vacuum for the MAP sensor.

You can see the hole and the outline of the plate. The plate is missing in both pics.
The pic in #4 shows the plate in place.

I looked closer at the "plate" area after cleaning the head surface a little.

It turn out there is NO plate. The O-ring on the intake kept the area inside the O-ring clean, while the area outside the O-ring corroded because it was exposed to the air. This gave the look of there being a plate.

It's just the surface of the head with a hole in it.

See the picture below:

This is on the engine that is being replaced, the original 2.2L in the 2011 HHR 1LT.

Maybe earlier heads had the plate then they changed castings for the LE9
