Road Debris!!!
So we are in the middle of a terrential rain stor last night and I'm traveling on the highway at 5- 60 MPH. Visibility is low. All of a sudden I hear a thud and a bang. Turn the radio down. No following noises of anything so I continue on. Pull up to a store to grab a soda and in the reflection of the Plate Glass Window I see I have a fog lite bulb out. After exiting the car and inspecting the lamp I find no lamp! Something must have flew up from the road and blown the lamp clear back into the bumper assembly. Broke all the mounting brackets and scarped the heck out of the bumper. I hope that the mounting points are ok once i pull the bumper. Any body have any idea what the mounting bracket will cost me or if I have to by the entire assembly?? I hate this type of crap. Maybe a good time to be the firts to try the SS bumper and grill swap!

I thought I read that there are no mounting points for the fog lights...they just "snap" on, and have some adjusment screws to aim them built in to their frame.
if this is the case, the phrase written above "whoa, snap"...would actually be accurate.
I'm with you...road debris sucks. It makes driving a constant slalom course.

Are the remains of the lamp assembly still inside the bumper?
There's no bracket as such, it's part of the frame and just snaps onto the bumper molding. https://www.chevyhhr.net/forums/how-tutorial-library-21/do-yourself-factory-fogs-637/
