2007 HHR Won't Crank/Start & No Fuel Pump

The fuel pump should prime for a second when I turn the key on and it is not priming at all. I cannot hear it engage. It is audible when I manually turn it on from the fuse panel.
I called my sister to find out if there were any problems that she didn't mention to me before. She said that prior to this it ran fine and nothing indicated there was a problem starting to occur. With the exception of the starter being slow and starting to die.
I did just find out that she had her friend use a cheap code scanner before I got involved and he cleared out a code. She called him and he said that he thinks it was a P1682 code. I have not seen that code with my scanner, nor do I get any codes from it.

The theft deterrent would only turn the fuel pump off. The starter would still work.
Did the car formerly have an after market security system?

What happens if you apply 12V to the solenoid? The purple wire.

Did some bozo jump start the car and touch the ECM with a hot cable?
P1682 would involve the power train relay and fuse.
What about turning the key to ACC, any radio?

Something odd, regarding OP point #8, the owner manual shows underhood fuse #62 is Instrument Panel, Ignition. But the wiring diagram I have for 2007 and earlier shows the HVAC/ I/P IGN fuse 10A is in the BCM. Which seems to be fuse #16.
It also says it is hot w/run/crank relay energized, so I agree don. OP point #2 may be the issue.
This fuse #16 in the BCM is needed for the clutch start switch, which looks like is needed for the crank relay. The fuse is also needed for power distribution. Has BCM fuse #16 been checked?
