No "chips" for an OBDII system. As of yet, a few offer custom tunes (I'm sure they will chime in). But they don't see to be regularly available as of yet.
Intake, you won't see a huge differance in any of them. Buy what "looks" appealing to you. Performance wise, you won't see much with it. They are only worth a couple of ponies at best. The CSG is popular here, but I also read lots of issues here with them.
Bottom line, don't expect to add a lot of power as of yet. It's just not out there.

There are a few of us here in AZ. We usually try and meet once a month. As far as your horses are concerned the CGS is popular around here but is a "hot" air intake that keeps the filter right next to the serpentine belt. Not a good idea if you ask me. You can purchase a header, or a custom cat back exhaust. Getting a GMPP exhaust manifold and a stock Cobalt SS/Supercharged exhaust would be a decent gain for your 2.2!
