Oh btw, while the gauge may not lie, the sensors do go bad.

Finally solved

Turns out the fan had an intermittent short and function was sporadic. Because the plug was black from electrical sparks I'm guessing the electrical plug connection was not entirely plugged in, eventually the fan motor burned up. $225 buck for a complete cooling fan assembly (with the modulator control) and it's been running great.
