You should be able to get all four sandblasted and powdercoated for just over a couple of bills. You will also get much better figures in person, than just calling somewhere.
A lot of places consider a "phonecall estimate" just a nuisance and the person to be just price shopping, so they won't deal with you as well. Most of the time if you go to them in person, with the parts you want done, they will take you more serious and help you out a bit better.

I was actually researching this as I need to get it done , they want about 85 a wheel and will do it on site. Cost to replace the wheel was $120 + shipping + mounting! Forgot it , i'll let the pros work their magic :)

In my business, I have over the years painted a lot of wheels, both on and off the car, tires on and off[tires on is a real ballbuster]. I have mostly used a spraygun, but have rattled caned a few.
Save yourself some time and coin, and probably some grief, and get them powercoated[whatever it costs]. rattlecan, even really cleaning the wheels, and sanding them really good, won't last on a driver, but a short time. Then you end up with having to strip them, just to paint them again. Believe me, it's not worth the trouble, and you won't like the long term result, if you drive it often. "Moon"
P.S. If you decide to go the do-it-yourself route, Make damn sure you clean the wheels real good, and the sanding has to be flawless, or it will flake off, and you'll end up with a sooner mess.
