TPSM light on at 28PSI

Cooled off today in the Northeast, tire pressures dropped to 28lbs. TPSM light came on and stayed on. Is this normal for anything under 30 psi? Thanx.

its normal if the rest of the tires are 33psi or up...I think a 5psi difference triggers the warning... because if all my tires are 29psi, it stays off.

I could be wrong though
