I would like to lower the rear. It looks to me the rear is about 1.5in higher than the front.. Not sure if I can just chop off some of the springs or not.

Nope. Can't just "chop off some" of the rear springs. The rears have a pigtail on each end of the spring. That pigtail loop is what mounts them in the spring holders or jounces.
Picture shows the pigtails on 2 different Pedders HHR springs.

Most use a pair of Cobalt SC/TC rear springs

With corrosion or a flawed process or defective work, everything peels - paint, powder coat, “real” chrome. What is marketed as PVD is basically layers of paint with an incredibly thin layer of metal in the middle, applied using physical vapor deposition. When done well, it’s probably less likely to peel than chrome. My “PVD” wheels are pretty old and have a few nicks but no peeling.

Yes, Foose Legend. Tried very hard to replace one due to curb rash but was discontinued long ago in that size/color. Still haven’t given up on finding a better used one or new old stock somewhere. 17x8, 35mm offset, black chrome PVD, from memory. Still made in plain ol’ chrome and gloss black but none in5x110. Dunno.

Maybe I have some pics on another device. If so I’ll add here.
