Am I correct in understanding how the HHR computer works?
Are you correct? Yes & No

Yes our PCM is a 'torque' based PCM, that will try to keep the 'torque' limits that are programmed, under control....
A 'tune' on our engine, is mostly just increasing the 'torque' limits from mild-to-wild, to what your goals might be...

Our engine will easily exceed the stock programmed 'torque' limits all the time, & the PCM will always be trying to keep 'torque' at the programmed limits...

If you are 'free-wheeling', or exceeding the limits quickly, you will blow by the limits, as the PCM can't react quickly enough...

Example:
If your doing a 'water' burnout, with your 'speed' limiter set to say 50mph, you smash the throttle to the floor & the tires start to spin super fast, & your speedometer might be reading 100mph, as the PCM just can't shut things down fast enough...

UPDATE:
The sound that the intake makes is much louder, with a noticeable low rumble at idle...
This is an indication that this filter is definitely helping the intake tract flow more freely...

Also looked up some internet articles on filters/turbos...
One 'racer' gained 7mph in the 1/4 mile, from 127 to 134, by just removing the filter...
Most articles stated that a good 'free' flowing filter will always have a 'positive' effect with turbo performance...

Well, this filter is definitely a good performance upgrade.

This morning as I was cruising along at 45mph, I floored the 'go' petal.
Immediately the automatic downshifted into 2nd gear...

My 'buggy' started 'pulling' like a bat-out-of-hell, like it usually does...
But this time, at 60mph, the tires broke loose & started squealing for a few seconds...

It has never done this before, breaking the tires loose at 60mph, in 2nd gear...
