Water cooled Turbo
One trick is to make the water fill the highest point on the car.
Park on a hill or put a jack and jack stands under the car front end and run it. This will help push the air our of the system. Air often will to to the highest point like bubbls in a Coke.
This is how you bleed a mid engine car [one of the most difficult to bleed]. It is a old Lotus Ferrari trick that I learned for my Fiero and it really works well. It should also work here too.

@ Hillsdale, it's soft but I heard it. It sounds like there's backpressure in the turbo (if that sounds right?) so instead of the one big "pssh" we get when the BOV dumps, he's getting a quick set of "pssh, pssh, pssh" when his BOV is dumping between shifts; I hope that makes sense! Either way I'd check the BOV as a start, maybe it's stuck open/closed? I'm no expert by far but I hope that pointS you in the right direction JRGHHRSS08.
