if you installed a tensioner like the used one in the pic you need to throw it away and get the correct (hydraulic) one. The mechanical ones work with non-VVT engines. You must have got a NOS kit.

No the engine turns over fine and smooth. but I have noticed if it sits for some time and you go turn the key for just an instance it seems it wants to start then thats it it just turns over fine I have plenty of fuel at the fuel rail it blows out all over the place but how do I check if its coming out of the injectors ?
I know amazing is it not.yes I have Fire,Compression and Fuel but no Start amazes me no I will pick up a new compression tester today the 1 have is 20 + years old and only read 90 psi on all 4 cyclinders but it held at 90psi I wonder if it could be a Module ? keeping it from starting confusing to me Fire compression fuel should start.
A healthy ecotec would be 140-180 PSI.
That low a pressure leads me to think the chain is off a tooth or 2, especially if it is all 4.
BTW; you should only have to momentarily hit "start" the computer will shut the starter off either time out or started. No need to hold the key.

I think it's time to pull the front cover. Take off the chains. Pull the plugs and rotate the engine back to #1 and start all over.

First, I would try another compression tester. If still low compression, a leak down test. If it's leaking into the crankcase, there's a problem with the piston/rings/cylinder wall. If it's leaking into the intake or exhaust, the timing is probably off.
