Power cable plugs into the 12V socket just below the A/C controls. I'd recommend using a coiled/retractable cord.

A month ago I traded this HHR on a '04 Camry. Took the swivel head off the mount (since it matches the TomTom mounting) and transferred it to a different ProClip base that mounts on the Toyota's center console. I left the base. Something for the next owner to wonder about...

That may work for you, but it's a little too kludgy for me. Forward visibility is bad enough in the HHR with the A pillars positioned the way they are, and I like as little extraneous stuff in my field of view as possible, especially driving at night.
