Glue the bumper to the inside of the dust boot (shield) as shown. Use *3M™ Duramix™ Super Fast
Adhesive, P/N 04747. Allow to cure thoroughly 5-10 minutes at room temperature.
And the problem with reading it is...? It looks fine even quoted here. I still see no headers or footers! It is a translation from a pdf to html or text (I'm not sure which), maybe you don't have the correct extensions installed. Or, did you expect to see the illustrations that were purposely excluded?

Your problem is MOST likely lower control arms, maybe they were replaced before and the tech didn't read the part about "+180 degrees", that has happened.
