The short answer is "No".
GM refers to that sticker as the Service Parts Identification Label. Every GM vehicle produced has one.
This is the listing of all the Regular Production Options for the vehicle. These are also called RPO codes.
There is a listing of all the HHR RPO codes on this site.
You can also use "google" and find lots of information about the codes.
If you go to compnine.com and insert your VIN (Vehicle Identification Number) you will see a sheet listing all your specific RPO Codes including the build date of your HHR. And a listing of what plant your vehicle was assembled in.
Every GM vehicle has a build sheet. This sheet is at least the size of an 8 1/2" x 11" piece of paper. This sheet accompanies the vehicle on the assembly line as the car is being built. I do not know where the HHR build sheet is located. Sometimes they are found on top of the fuel tank. Other places include inside of the front bumper cover. Depends on the particular vehicle.

The LT1 is a very nice engine. My '92 & '94 Vettes each had the LT1. You can modify the LT1 very easily.
There is a whole history to why that engine was only built for a short time. That would take a whole 'nother thread!

Paint code
Getting the paint code and matching the weathered paint on your car now is two different things. Maybe you can get some luck with a local shop matching the paint but it's a real crap shoot. Good luck.
Side note on the LT1 engine (Gen 2). Built from '92 to '97. Some OBDI and later OBDII. Optispark a real pain but a good engine. Had one in my 33 Willys, ran 13 sec flat @ 104 MPH yet delivered 22 MPG on trips. GM new engine for 2015 is, again, an LT1 with direct injection (Gen 5). In between is LSx series (Gen 3 & 4). Put a Gen 3 in my '39 Chevy...love it.
