My 2006 HHR LT (2) requires new tires. Door label says P215/50/R17 90 S. I don't drive near the capabilities of that speed rating (112 mph or 180 km/h. How about speed rating of N (87 mph or 140 km/h. Does this result in a less expensive tire ?

You may find snow tires with a "Q" rating Hewbie, that's 99mph if studded, but in the proper size for your HHR.....finding tires with a lower speed rating would be nigh on impossible. If anything, you'll find replacement tires in the proper size with speed ratings that go up.

Speed rated tires are held to a higher manufacturing standard, and you may find yourself failing a vehicle inspection if the tires fitted as replacements do not meet the minimum standard as specified by GM.
