Lackluster products and bean counters controling products has hurt all of GM. Yes they are stuck. They have lost major market share because of their actions. They have sold off profitable business like GMAC and Allison trans because they are not "Core Businesses". Profit centers are profit centers. They were not having losses.
No rear wheel drive cars for years. Lost sales to police, fire and taxi fleets beacause of it. No cars to take on the Ford Crown Vic, Dodge Charger, Chrysler 300, Mustang. HHR late to market to compete with PT. No sporty cars that inspire buyers until the Solstice and Sky, but bean counters restrict production. Medium duty trucks loosing ground to Ford F-Series again due to bean counters holding back production rates on dealer orders to focus on other products. Customers go elseware to buy what GM can't or wont provide.
Some changes are coming, but it's been years since there have been interesting cars coming from the general.
Check the numbers again, Toyota is just about ready to overtake GM.

Sales to police fleets are very unprofitable. Often times you're selling or leasing at a fleet rate, which is not only lossy in the short term but it also kills the value of your non-fleet cars on the wholesale market. Taxi fleets are also almost a non-issue because 99% of those cars are former government or police fleet vehicles. Wonder why Ford hasn't redesigned the Vic in almost 18 years? They don't make any money on it! It's still riding on the same frame they introduced in 1978!
The production rates for Sky and Soltice are low to keep values high and inventories low. They're still outselling the Miata and every other roadster out there. The HD truck production rates are lower for the same reason, and they're still outselling Ford's Super Duty line.
