Update, after some brain storming with a cobalt SS buddy we bypassed the wastegate solenoid on the turbo and basically have the car operating fully mechanically its a little sporadic but the car is making 22lbs of boost so now we have deduced that the wastegate actuator seems to be a little sticky and my issues are electronic for the most part no more turbo flutter either. Still have high inlet temps and cooling fan running non stop but some progress has been made.
