Fixed my water leak, last night!!
I just had to replace the cracked windshield on my 2010 HHR-SS 2 months ago. When we lifted off the large plastic cowl cover, I looked for it but there was NO 'flimsy' cover as seen in pictures of earlier year HHRs. You could look right down and see the cabin air filter in its recess. My car hasn't leaked on the right passenger floor before or after the windshield was replaced. My guess is that the water leaks everyone is talking about come from a clogged drain plug on the right, maybe from leaves or other debris. By sealing up that flimsy cover, if your car came with one, you're preventing water from going down to the clogged drain---but you're also blocking fresh air intake to cabin.
The "flimsy cover" AKA the butyl patch went away during the early production of the 2007 model year, so after that its not an issue unless you have a 2006 or a 2007 built before January of 2007.
So if you have an HHR with the butyl patch, you need to retain it and seal it up if its leaking, removing it will cause major problems.

Thanks for the confirmation, 843de. BTW, I noticed while looking around the front end that there is a cowl drain on each side which empties into the top, inner portion of the front wheel well. If you look way up inside the wheel well, you'll see a little flap that covers the rectangular-shaped outlet. Lift the flap gently, and clear any debris. You don't have to remove the cowl cover to clear the drains.
Seems to be a problem among many 06 HHR's why would there not be a recall for this defective part? Got in my car a few days later after a very heavy rain, had over an inch of frozen water on the floorboard...thanks for the info..love this site!
I too own a 2011 HHR that has a severe water leak on drivers side, that goes all the way back to the back seat. I contacted Chevrolet Customer Service today inquiring as to why there has not been a recall, since this is affecting so many HHR's of different years. They advised that until consumers call into Chevrolet 1-800-222-1020 and file a complaint no recall will be issued to fix this problem. Our warranty has expired and we have to take our vehicle in for a water test which is costing us out of pocket money, this leak has ruined the carpeting and padding in our vehicle. So everyone flood Chevrolet with complaint calls, they should have to repair our vehicles, no matter the year.
