Help and Ideas

I have a quad runner, the foot brake is on a welded steel stud on the frame. The Pedal is seized, not sure if slightly bent or just rusted.
I got the C clip off, the washer and O-ring, the pedal is super stiff and been fighting to push it down and pull up as well as pulling outwards trying to get it to slip off the stud. Ive used a 6# sledge, a crow bar..... and after 2 hours I barely got it to move over to the c-clip groove.... it just doesnt want to budge?
I need to get it off and polish ot sand the stud, ream or drill out the pedal so I can get the brake pedal freed up so I can get new parts installed and working.
Ive used a torch on it and it still wont move, oiling it and soaking it constantly to no avail?
Any ideas, as its in kinda a bass-ackwards spot trying to use large tools or hammers, just cant get a swing ( and yes I tried a long bar through the frame from the other side to hit the back of it....) just wont move.

Can’t tell for sure, but that 9.8 bolt is that holding anything in place?

That just holds a little bracket that holds the brake switch, when the pedal is up it presses the switch to turn off the brake light. It is just that massive 3/4" stud for some reason wont release that brake pedal ( large " L " shaped chunk of steel.... I tried to figure a way to make a puller, as my gear and other pullers wont work, nowhere to grab onto or angles and no surface area to grab.... I may drill a couple holes to feed bolts into and try my steering wheel puller.... Hurting too much today to do anything so probly this weeking.

Could you get a 3 jaw gear puller to fit over it?

looks like it might be too close to the frame there, in that case maybe two jaw?

Not enough to grab onto with pullers, Ive decided to drill/tap 2 spots and use a steering wheel puller, hopefully that works...

Yup, unfortunately I sold all my air tools years ago, BUT Im gonna hit HF for a cheap one to try. I still have some bits just not the hammer itself.

try some muriatic acid (used in swimming pools) to dissolve the rust. Worked on snowmobile track suspensions back in the day....
