i guarantee code compliance had cited or warned the man for a long period of time. just happens someone finally did what they had to.
i deal with issues very similar to this on a daily basis and something as ridiculous as this eventually warrants police help. some people just dont get it thru their thick skulls. a cushioned seat in an open environment is a health hazard

With this description of the chair, I don't see how it would be a health hazard. As I said in the post above a picture would help to clear things up, but just going by his description, I can't side with the authorities. Sounds like, for some reason, this guy has been singled out. As is the case most of the time, however, there very well could be more to the story.
