They do sell the kit (fob+programmer) It's a Dorman part.

Where did it cost $10 for programming, most dealers charge 1 hour labor?

Keyless Online sells the 4 button Fob complete with battery, ready for programming. Complete price with shipping and tax was $15.

$15 is really a good deal, i normally get it from the locksmith, But getting it online is a good deal.
