Charging problem
I did tighten the four bolts and it may have helped. I put the charger on the battery after tightening and it was using 10 amps at first but dropped to about 5 amps quicker than before.
I still can't turn the large lug on the fuse block even after tapping it to loosen the rust. I have a small butane torch I could heat it with but it's so close to the fuse block it might damage it. What else could I do to get the lug off?

Not if there is enough resistance. Every DC circuit is a potential "short", but there is resistance between the + and -.
If a module is not working right there can be a drain. Like a burned out semi-conductor.

It turns out that my starter is bad. I couldn't start the car a few days ago so I had someone tap the starter while I turned the key and it started This happened a few more times. I am in the process of putting in a new starter. Should I apply dielectric grease to the starter pigtails and/or the threaded stud?
