I guess the first question would be.....
What happens to make you believe the steering wheel is "loose"? If you have a FRONT rotor or brake problem, you will feel the shake in the steering wheel when applying the brakes.
What else happens? Does the SAME symptoms occur when you just go over bumps?

When I go over a bounce, it sounds & feels like the steering wheel is loose & shakes a bit. It IS more prominate when applying the brakes as you said, which is when it ALWAYS happens.
The support bolts might be something to check. There are threads here w/pics about this..

I understand you... For the noise over bumps, try to replace the sway bar bushings. For the noise on the steering wheel, clunks, clanks, etc etc, if this is made when you turn your steering wheel at low speeds or idle, this is a complex issue. I heard that the Intermediate steering shaft (the one that is between inside the car and the engine compartment) has poor lubrication, and this noise can be considered as "normal".
My '06 does the same thing as you're describing. I know I have warped rotors, not sure if that could be the cause, but I doubt it since it does it even when going slow and not applying the brakes. I'm out of warranty, so I'm not going to do a thing about it until it becomes a problem or worse. No money.
