DIC/Radio Brightness

DIC/Radio Brightness
During the daytime, in bright sunlight, it is very difficult to read the DIC, especially if the sun angle is directly in the driver window (not the radio display so much). The dimmer switch functions within a very narrow range of just visible to just about off (so to speak).
If I switch to "auto lights off", the DIC and radio achieve their maximum brightness. The dimmer switch is also disabled when in this mode. Then if I re-enable "auto lights on", the maximum brightness of the DIC and radio remain, but the dimmer switch is still inoperative. When it gets dark enough to turn on the headlights, the DIC goes back to the condition described above and stays that way.
I also experience audio distortion and lack of turn signal clicks and chimes if I shut the engine off with the CD player in operation and restart the engine. Repeating this process with the Radio/CD player off clears it up.
I am wondering if the BCM needs to be looked at, reprogrammed, or replaced.
I have a 2007 HHR LS with 6900 miles on the odometer.
