Rock Auto lists 3 different racks (part numbers) for each of the 3 different suspensions. So what is the difference if any?

I have no idea. but the bolt holes are in the same places. I can't image how the rack would affect ride. Maybe the FE3 is a little quicker that FE1. I doubt Harry Homeowner would ever notice a difference. Could be the paint or powder coat is different.

I know the SS has a different steering ratio (turn to turn) than the other HHR models. Guess that tighter ratio is through different worm gearing in the SS rack.

I use the FE3 in my 07 LS with FE1 suspension, no noticeable difference, every thing bolted right in , no wheel alignment required, I just had the disconnect the intermediate steering shaft to centre up the steering wheel

Different ratios would make sense.
I know the auto makers don't make different parts unless they absolutely feel they must.

Maybe the reason for different ratios is that some have 17 inch wheels most have 16 inch.
