I think "Davis" and "Sleeper" have the right idea.
Fill it to the point where the overfill bottle just "necks down". I've done that since day one and never had a problem, even in our very hot weather it doesn't overflow. I do lose about 1 -2 inches of coolant (which brings it to about the suggested fill point) on an annual basis from that overfill point. I just top it off.
Oh, you might try squeezing the radiator hose when the engine is cool. Should feel resistance of the water packed in the hose. If not....probably air in the system.
