Bingo! Don called it, another case of your dealer doing less than wonderful work there Kev, sorry I thought it was the transmission pigtail.
The next time you're at the dealer pull the service manager and general manager aside and let them know how much you "appreciate" their fine work.

You can use a zip tie to secure it up out of the way somewhere, and make sure you seal up the wires even though they are most likely unconnected at the other end too. Nothing under the hood it could really get tangled up in, I don't think its long enough to even get close to the belt, but it should still be secured just to keep it from flapping about.
And there should be a holder downer thingy holding onto the fuel rail.
