Sounds like you got a bad horn switch or loose wire.

Normally
  • I would suspect the well known EPS motor failure for which GM issued an extended warranty for the life of the car
  • Could also be a bad power steering pump (Module attached to the lower steering column shaft) See this thread
  • Could be a loose wire associated with EPS.

Hey! I just reread the entire thread (a couple times at least). As you see in the drawing (post #31) the horn goes thru the BCM. I am tempted to ask you to put the old BCM back in. At least unplug the BCM and inspect all the pin on the connector. Figuring the horn out might be an important piece to our puzzle. Please keep us posted, we are just as interested in figuring this out as you are!

PS Dont waste your time on the cruise control until we get everything else working. I am saving it for last, not because it is not important, but because it has several quirky interlocks.

Fuse #19 on the BCM controls the Cruise AND the EPS module.

I'll check out all the plugs, old one went back for core, never dreamed of needed it again.
Gonna go over all fuses again to be safe, I'll let you know if I find something

As soon as Don posted fuse #19, I looked at schematics. I think he nailed it!!

fuse #19 is EPS and steering wheel controls. This would explain everything!

This fuse is located on the passenger side of the console on the top row, second from the right.

I've checked all the fuses except for the one at the battery, I'll get the back cleaned out and check it tonight to be sure. Has anyone had a problem with the electronic box on the steering column? Just a shot in the dark, I have another motor I could try as well but not sure if it's worth the effort?

I have had to change the EPS module at the bottom of the steering column. Did you check fuse #19, located in the BCM fuse box at the passenger side floor?

What problem did it cause? Yes, I checked all the fuses except the one by the battery and I'm not going to get to it tonight, I just got home and its still full

Pretty sure if the fuse at the battery is blown the car will not start.... I would guess it's okay.
