If the fuse is blown the N.O. EVAP vent valve will remain open = large leak. P0455.
if the fuse is blown the EVAP vent valve won't operate as designed. P0449

Ah! Thank you. Didn’t know it would stay open. Makes sense.

The EVAP test takes some time and a drive cycle. I suspect the valve is shorting out when activated.

Why not just look at what you can see, that is the only exposed part, the rest is in the body harness under the seats. I don't know what good a wiring diagram is it just tells the endpoints. Usually it is in the connector or nearby it. Make sure somebody didn't try to use the adapter that comes with some replacement valves for 2006-2007 models.

It looks like somebody spliced a new connector in. That doesn't explain the fried wires.
I believe NY will allow 1 not ready test.

Two splices in each line , not soldered, was it taped at least , no shrink tubing? Two 1/2 a$$ed jobs done by 1 A$$Hat. Pitiful, just pitiful. This is an example of check the wiring, make sure it’s done right!
Glad you found that, now you can get it tested.
